The Central Government employees under the banner of NJCA had given
strike notice against the retrograde recommendations of the Seventh Pay
Commission. As per the assurance that the issue of minimum pay and fitment
factor would be referred to high level committee , the strike was deferred.
However the pay commission notification has been issued without any due
reference to the assurance of the govt that committee would be constituted to
look into those. At the same time gazette notification mentions about three
other committee’s viz, 1. Committee to examine the issue of allowances (other
than DA), 2. Committee to examine streamlining of National Pension Scheme 3. Committee
to look into issues of anomalies in respect of implementation.
This is certainly a cause of concern as we feel that the govt has
not honoured the commitment. Com. Shiv Gopal Mishra , Secretary NJCA had
written to the ministers regarding constitution of the committee, as the same
was not mentioned in the gazette notification. The National leadership has been
informed of the same to discuss with NJCA.
Anomalies in the Cadre of
Inspector
We have noticed the following anomalies in the 7th CPC
specific to our cadre

Inspector of CBI and
Intelligence Officer (IB) have their grade pay enhanced to Rs 4,800/- before fixing
salary in the new pay matrix. The parity that was maintained earlier has thus
been distorted.

Inspector of Post, Assistant
Superintendent of Post and Superintendent of Post have their GP enhanced from
Rs 4,200/-, Rs 4,600/- and Rs 5,400/- to Rs 4,600/-, Rs 4,800/- and Rs 5,400/-
respectively. Thus post that carried
lower salary than us has been enhanced to our level and for cadre which had
identical salary with us earlier has the salary enhanced.
The cadre specific anomaly has been brought to the notice of the
National leadership for appropriate action and for taking up with the Anomaly
committee constituted.
