Dereservation of unified vacancies

           Sub: De-reservation of the unfilled vacancies in the Superintendent cadre- Reg.

         The cadre of Inspector of Central Excise is one of the most stagnated cadres under the Central Government. Most of the officers who join as Inspectors are retiring with a single promotion in their entire career of 30 to 40 years. This is one of the most pressing issues in our department. Large number of vacancies in the Superintendent cadre remain/are still remaining unfilled in the SC/ST category due to the non availability of eligible candidates even after considering the extended Zone in DPC. The vacancies are remaining unfilled stating that General candidates could not be considered against the SC/ST reserved vacancies as per the relevant DoPT OM’s. However many officers of General category from other Zones are considered for deputation to these reserved vacancies of Kerala ZoneIt may be noted that the RR of Superintendent doesn’t allow for deputation to Central Excise Commissionerates and further while lifting the ban on the Inter Zonal Transfer, such deputations in all cadres were stopped. Once deputation from another Zone is considered, promotion of a general candidate happens in the respective Zone. Such promotions are at the cost of the stagnating officers of our Zone.

No.31/10/63 SCT(I) dated 02.05.1963, MHA No.16/1 (I)/65-Estt.(C) dated 20.07.1965, MHA No 1/6/67-Estt.(C) dated 20.09.1967, MHA No. 27.05.1968-Estt.(C) dated 13.03.1968, MHA No.1/8/69-Estt.(SCT) dated 28.01.1969, DOP&AR O.M. No.16/1/72-Estt.(SCT) dated 11.08.1972, DOP&AR No.16/3/74-Estt.(SCT) dated 26.04.1974, DOP&AR No.16/27/74-Estt.(SCT) dated 12.11.1975, DOP&AR O.M. No.36011/25/79-Estt.(SCT) dated 16.11.1979, DOP&AR OM No.36011/5/81-Estt.(SCT) dated 07.04.1981, DP&T O.M. No.36020/2/2007-Estt.(Res) dated 07.12.2009 has made provision for promotion of general candidates against reserved vacancy by de-reservation if sufficient number of SC/ST candidates fit for promotion against reserved vacancies are not available subject to conditions. The copy of relevant chapter of brochure issued by the DoPT on reservation is enclosed herewith. De-reservation of vacancies, which is provided as per law, would help in addressing the stagnation in the Zone to a certain extent. The entire cadre and department would be benefitted by such a move. Under these circumstances, we request your good self to initiate necessary actions for de-reservation of the vacancies.
